TFS2015 How to make comments mandatory during particular state transition?

I have created a new state 'Code Review' in my workflow. From this state users can send the bug / task back to Active with the reason 'Needs Work'. Upon doing so I would like to make the History comment box mandatory. I know that directly this is not possible but I was wondering if someone had come up with a way of achieving this?



I did come across this post however, this makes the history comment box mandatory during every state transition.



For now, I only need for this to be mandatory when work is moving from Code Review to Active with the Reason 'Needs Work'. This may also be required when moving work from Testing -> Active with the reason 'Failed Testing'.



I did try the above-mentioned solution but changed the field definition to:



  <FIELD name="HistoryHelper" refname="Custom.HistoryHelper" type="String">
<WHEN field="System.History" value="">
<COPY from="value" value="History Comment Required" />
</WHEN>
<WHEN field="System.Reason" value="Needs Work">
<PROHIBITEDVALUES expanditems="true">
<LISTITEM value="History Comment Required" />
</PROHIBITEDVALUES>
</WHEN>
<WHENNOT field="System.History" value="">
<COPY from="value" value="Comment Okay" />
</WHENNOT>
</FIELD>


However, if for example I add a comment when the work item is in New, whenever it transitions through to Active and so on it duplicates my comment and adds another entry into the history.



This really is starting to frustrate me now, it should not be this difficult just to make someone enter comments when they are moving a work item between states.



Any help would be much appreciated.
