How to make accessibility service listen to accessibilityEvents only at a particular time?

I want the Accessibility Service provided by my app to listen to event such as typeWindowStateChanged only when I want it to ,not always.
The problem is that if I set a service to send messages automatically ,the messaging app sends the message every time it is opened because the Accessibility Service is always on and listening for Accessibility Events which occur when messenger is opened.But I want the service to only listen to events at the time the message is scheduled to be sent and not every time the user opens the messenger for normal use.
