The proper way to modify Notification Channel importance on android 8.0

I want to configure notification importance (some users don't want to see heads-up notification but some of them want to see it) as a internal app preference.
The first idea was just only update importance in NotificationChannel but since I learnt that it is not possible I created two NotificationChannels. One having importance equals to NotificationManager.IMPORTANCE_LOW and second having the value NotificationManager.IMPORTANCE_HIGH. Depends on my internal settings I switch to appropriate Channel Id and therefore user can disable intrusive notification.
Solution works as a charm but before go on production I wanted to know if there is better option to modify Notification Importance under Android 8.0+? Tried also to delete notification channel and recreate it but seems like it keep in mind the first provided importance value.
