value error in vlookup or index match function even if there was a match

Is it even possible to throw a #Value! error even when there is a value present in other table.
I tried Vlookup and got #Value! error. So, I tried Index match which still gave me #Value! error even when a exact match is present in my lookup table

You haven't included what you actually tried, or any clue as to what kind of data you're working with, so we could only assume you made some kind of mistake. In general Excel works as expected, and 99.9% of problems tend to be "user error"
