What you are asking for in the question title is not possible. Of course you can move the rewriting from .htaccess to the vhost configuration, if you like.

Actually you should always prefer to place such rewriting rules inside the real http servers host configurations. Dynamic configuration files (.htaccess) have many disadvantages.

Why would you do that? Can't you use a responsive design instead of using 2 applications?

Actually you should always prefer to place such rewriting rules inside the real http servers host configurations. Dynamic configuration files (.htaccess) have many disadvantages.
