Multiple consul agents inside docker containers across multiple hosts?

Is it possible to have consul agents inside docker containers communicating across multiple hosts using open vswitch? If so how?
Like have Container1 and Container2 each have a consul agent running and able to communicate to Container3 and Container4. C1 and C2 are on one host and C3 and C4 on another. The only way to communicate is over an open vswitch using an actual physical switch.
