If Interpol issued a notice at the request of the UAE for an Indian national, can one travel to other countries apart from those in the Gulf countries?

I really feel that this is above the pay grade of the site! Please talk to an actual lawyer with knowledge of international law before travelling!

Interpol has various types of "notices" that they issue: https://en.wikipedia.org/wiki/Interpol_notice

Some of these are rather mild. For example, the "yellow notice" means that you are considered missing (perhaps your family reported you to be missing and is looking for you because they love you) and they are looking for you.

If it is a "red notice", then you will likely get arrested at the border if the immigration department of the country you're visiting is one of the countries cooperating with Interpol (which is very likely the case).
