TCP Port Windows Cmd

What I'm trying to do, is to listen on a TCP Port in orther to receive and send information with cmd.
I have a rule that has a specific TCP Port but I don't know neither to listen through it or send and receive information (telnet maybe).
If you know someway, please tell me.



I'm trying to do a Unity game that receives information from a hidden batch program and the server (my computer) sends and listen through ports. I don't want to use unity's already connections, because I want to learn how to do it.



But before I start with Unity I want to say hello in a computer and received in the other (telnet send, but how open listen port).
