Enabling SSL ON in Django & PostgreSQL with dbshell command?

I'm trying to run the python manage.py dbshell command as described in this other SO question. but I'm getting:

FATAL: pg_hba.conf rejects connection for host "my_ip", user "django", database "my_db", SSL off

subprocess.CalledProcessError: Command '['psql', '-U', 'django', '-h', 'mydomain.com', '-p', '5432', 'my_db']' returned non-zero exit status 2

Connecting to the database via gunicorn and the usual python manage.py runserver command works great.

However, I'm trying to verify that SSL is working between the dev server and a GC instance (which it should be as I enabled and whitelist my ip address and copied keys) but not being able to use the shell is very annoying. Any help would be stupendous!
