How to count the sums of the different values in one column and group them by another column to create a pie...

I want to count the number of occurrences of each of the different boroughs in the Program Borough column and group them by the Contract Type to create subplot pie charts for each Contract Type.
My goal for each is to show what percent of that contract type comes from each borough. Here is my code so far along with an image of the Excel sheet:
df=pd.DataFrame({'Contract_Type': contracts['Contract Type'],
'Program_Borough': contracts['Program Borough']})
sums=df.Contract_Type.groupby(df.Program_Borough).count()
axis('equal')
pie(sums, labels=sums.index, autopct='%1.0f%%', pctdistance=1.1,
