How to read a csv file and convert it into a sparse matrix

I have a csv file like the following enter image description here. I want to make a sparse 0 1 matrix according to the value in rows, the number of columns of the matrix is determined by the largest value in the table. For example, the largest value in the table is 2402. So I want to have a matrix of size 11 * 2402. The first row of the matrix should have 1 at the 1084, 1097, 1126, 2183, 2375 th column, and 0 at other columns. And I want to use this sparse matrix to do addition and multiplication later. Is there any way to read the file and store the matrix efficiently?
