mvn project local repository dependency not resolved

I am trying to create a project local repository with 3rd party jars and have them added as a regular dependency in POM.
I have this POM:

http://maven.apache.org/xsd/maven-4.0.0.xsd">
4.0.0
<groupId>com.my.deptest</groupId>
<artifactId>testdep</artifactId>
<version>0.0.1-SNAPSHOT</version>
<name>testdep</name>
<repositories>
<repository>
<id>my-local-repo</id>
<url>file:/${project.basedir}/my-repo</url>
</repository>
</repositories>
<dependencies>
<dependency>
<groupId>com.mydeptest</groupId>
<artifactId>testdep</artifactId>
<version>1.0</version>
</dependency>
</dependencies>

I have installed a 3rd party jar into "my-repo" directory ( a sub directory in project's base directory) using:
mvn org.apache.maven.plugins:maven-install-plugin:2.3.1:install-file -Dfile=lib/sample.jar -DgroupId=com.mydeptest -DartifactId=testdep-Dversion=1.0 -Dpackaging=jar -DlocalRepositoryPath=my-repo
And I am getting
[ERROR] Failed to execute goal on project testdep: Could not resolve dependencies for project com.my.deptest:testdep:jar:0.0.1-SNAPSHOT: Failure to find com.mydeptest:testdep:jar:1.0
It only looks up in remote repository not in the local project repository which I created using mvn install plugin ( using localRepositoryPath option).
I am using Apache Maven 3.1.1 ( JDK8)
Help! Please!
